Announcing the Library 2.0 Mini-Conference and Call for Proposals: "Libraries and Privacy: Critical Issues for Information Professionals"

OVERVIEW:

Our third Library 2.022 mini-conference: "Libraries and Privacy: Critical Issues for Information Professionals," will be held online (and for free) on Thursday, October 13th, 2022, from 12:00 - 3:00 pm US-Pacific Time.

The mini-conference will highlight the many different kinds of privacy (and privacy problems) that information institutions and professionals face, with an emphasis on how these professionals can and should engage with the critical dimensions of privacy in their work.

Privacy as a field has undergone tremendous change in the past few years as information and communication technologies have become increasingly distributed, with data and records flowing through multiple jurisdictions, under uncertain custody and control, and with the increasing use of automated techniques and agents to make decisions about and through that information. The problems with privacy range from fundamental questions of definition and scope, to questions of equity and inclusion, to intensely technical questions about law and technology.

Topics could include but are not limited to the following::

  • Privacy basics for the library;
  • Privacy issues specific to marginalized communities;
  • Privacy issues specific to different age and school levels;
  • Privacy and photographs / social media;
  • Privacy and artificial intelligence;
  • Privacy issues when helping patrons with health records;
  • Privacy and intellectual freedom;
  • Privacy and blockchain;
  • Privacy and big data analytics;
  • Privacy and virtual / mixed reality.

This is a free event, being held live online and also recorded.

Dr. Darra Hofman received her Ph.D. in library, archival, and information science from The University of British Columbia in 2020. She completed her M.L.I.S. from the University of Kentucky and her J.D. and B.A. (honors) from Arizona State University. Her research examines the intersection of archives, technology, and law. In particular, she is interested in privacy, blockchain technologies, and health records.

K Royal is an attorney and global privacy professional with 25 years of experience in the legal and health-related fields. K received her law degree from the Sandra Day O'Connor College of Law at Arizona State University and her PhD in public policy from the University of Texas at Dallas. She is currently the Global Privacy Officer for Outschool, an online education platform. She is certified through the IAPP as a Fellow of Information Privacy (FIP), Privacy Management (CIPM), and US and EU Privacy Law (CIPP/US, CIPP/E) and as a Data Privacy Solutions Engineer through ISACA. K also serves on the boards of several non-profit organizations and teaches privacy at ASU.

 

Rebecca Tsosie, JD
Regents Professor and Morris K. Udall Professor of Law
OPENING KEYNOTE PANEL

Rebecca Tsosie is a Regents Professor at the James E. Rogers College of Law at the University of Arizona. Professor Tsosie, who is of Yaqui descent, is a faculty member for the Indigenous Peoples’ Law and Policy Program at the University of Arizona, and she is widely known for her work in the fields of Federal Indian law and indigenous peoples’ human rights. Prior to joining the UA faculty, Professor Tsosie was a Regents' Professor and Vice Provost for Inclusion and Community Engagement at Arizona State University. Professor Tsosie was the first faculty Executive Director for ASU’s Indian Legal Program and served in that position for 15 years. Professor Tsosie has published widely on sovereignty, self-determination, cultural pluralism, environmental policy and cultural rights. She teaches in the areas of Federal Indian Law, Property, Constitutional Law, Critical Race Theory, and Cultural Resources Law. Professor Tsosie is a member of the Arizona Bar Association and the California Bar Association. Professor Tsosie serves as a Supreme Court Justice for the Fort McDowell Yavapai Nation and as an Associate Judge on the San Carlos Tribal Court of Appeals. She received her B.A. and J.D. degrees from the University of California, Los Angeles.

Michael Zimmer, PhD, is a privacy and data ethics scholar whose work focuses on digital privacy & surveillance, the ethics of big data, internet research ethics, and the broader social & ethical dimensions of emerging digital technologies. Dr. Zimmer is an Associate Professor in the Department of Computer Science at Marquette University in Milwaukee, Wisconsin, where he also serves as Director of Marquette’s Center for Data, Ethics, and Society. Recent projects have focused on both quantitative and qualitative investigations into the privacy and ethical dimensions of big data and computational social science research, wearable fitness trackers, intelligent personal assistants, the application of artificial intelligence in various healthcare settings, and surveillance practices during the COVID-19 pandemic.

Dr. Steve Albrecht on Library 2.0: "The Clovis, New Mexico Library Shooting: A Look Back"


We've just posted a new blog post by Dr. Albrecht in our "Library Service, Safety, & Security" section of Library 2.0"The Clovis, New Mexico Library Shooting: A Look Back." 
The details are chilling. On Monday, August 28, 2017, at about 4:15 pm, 16-year-old high school student Nathaniel Jouett went into the Clovis-Carver, New Mexico library branch in downtown Clovis with a gun inside his backpack. He went into the library restroom and when he came out, he started shooting randomly. He shot and killed two female library employees and wounded another library employee and three patrons, one of whom was a 10-year-old-boy....

Jouett's girlfriend told CNN that he was upset over a bullying incident that had happened at his high school the previous Friday. He has gotten into a fight and was given a two-day suspension. Jouett, a sophomore, told police investigators he didn't know anyone at the library and didn't know why he chose it. He said he was "kind of mad," mostly at his school. Police found suicide notes in his bedroom.

OVERVIEW

This 60-minute training webinar is another in our "Service, Safety, and Security" series for all library staff and library leaders, presented by Library 2.0 and hosted by ALA author and library service, safety, and security expert, Dr. Steve Albrecht.

For this session, Dr. Albrecht hosts a guided interview with California Fire Chief and longtime Advanced EMT Robert May, JD, as they discuss the range of possible medical events that could happen in a library and may require staff to provide basic first aid until EMTs or firefighters arrive.

A handout copy of the presentation slides will be available to all who participate.

LEARNING AGENDA: 

  • How “Good Samaritan” laws protect staff from liability when providing good-faith first aid in all 50 states.
  • Potential medical events at the library: falls by kids or the elderly; broken bones; cuts; sprains or dislocations; heart attacks or strokes; heat exhaustion or heat stroke; disabled or wheelchair patrons falling; patrons with insulin/low blood sugar symptoms.
  • The need for a fully-stocked large-scale “Big Box" first aid kit, stored in various parts of the library, including every floor if it’s a multi-story building. Recent mass attacks and mass shootings have shown how most first aid kits don’t have enough tourniquets or chest wound clotting bandages. Using tourniquets for a severe bleeding injury will require staff to practice using them.
  • Is CPR use now about giving compressions only?
  • AED machines: how they work, how to get trained, and a refresher discussion with staffers who have already been trained.
  • How to recognize and treat shock in an injured person.
  • Opiate drug overdoses: warning signs, safe responses, Narcan use. Police or paramedic response (scene safety when an overdose patient recovers).
  • Blood-born pathogen safety and medical HAZMAT issues.

"So my topic for this half hour is the recent stabbing incident involving Salman Rushdie, a tragedy at a lot of levels, which I'll talk about... We'll talk about the incident what it means to library people in terms of safety and security. 
"So by now, you have probably seen the stabbing incident that happened with Salman Rushdie happened at Chautauqua Institute in upstate New York.... I want to see if we could talk about, in this discussion here, library security for these types of events where we bring in somebody who has not only high profile but has some controversy attached to him like Mr. Rushdie does... 
"His attacker came out of the crowd and attacked him with a knife. And we look at this situation, we say, well, there was a cop, a local cop from that area, plus a New York State Trooper, but not close enough to stop an actual attacker. So it is a failure in security... The other issue is that there was not a screening process, as far as I know, at the door for weapons... I'm not being ridiculous about it. If you're having somebody who is an international figure who has had a death warrant on his head for 30 years, then I would say at a minimum that a metal detector is necessary at that that facility..."

OVERVIEW

This 60-minute training webinar is another in our "Service, Safety, and Security" series for all library staff and library leaders, presented by Library 2.0 and hosted by ALA author and library service, safety, and security expert, Dr. Steve Albrecht. A handout copy of the presentation slides will be available to all who participate.

From about 12 to about 17 is a tough age span for a lot of kids. Library staffers get to see a powerful collision between puberty, hormones, immaturity, anti-authority feelings, peer pressure, and an intense desire not to be embarrassed in front of their peers by other kids or adults. Things get better for most teenagers as they near 18, but there is no question most library professionals would say that, especially if their facility is near a middle school or a high school, they see students as their biggest behavioral and compliance challenges, after patrons with mental health or substance use problems.

Tweenagers, teenagers, and students can work alone or in groups to make the library a loud, disruptive, even fearful place, as they bully other kids, bother adults, and disobey and insult staff. Many older library patrons avoid the building between 2 pm and 5 pm, when the nearby junior high or high school has let out and some of the kids are just a handful and a half. It's easy for some library employees to lose patience with some kids who are loud and disrespectful in the library because they forget They Are Kids. Feeling their oats is in their DNA. Smarting off to adults goes back with children only a few thousand years; it just is what it is.

This session will offer some unique ideas to get better compliance with younger patrons, using both time-tested methods and Outside the Box (OTB) solutions.

  • Welcome back to better staff alignment.
  • Training Orcas: Using the Shamu Effect
  • Bringing willing students on board: hire them!

OVERVIEW

This overview session is another in our "Service, Safety, and Security" series for all library staff and library leaders to better understand the legal, ethical, and reporting requirements when staff witness, are told by victims, or they suspect child abuse, dependent adult abuse, or elder abuse. LEARNING AGENDA: 

Hidden crimes can have public victims. While child abuse, dependent adult abuse, and elder abuse often take place behind the scenes, library employees may see examples of these crimes in their work environment. Caregivers, parents, and perpetrators may interact with their victims in the library, meaning library employees have the opportunity to help initiate an investigative process by social workers and law enforcement to protect these vulnerable populations.

  • Who is an elderly person in your state? (It varies, at age 65 in many and age 60 in some.)
  • Who is a “dependent adult” in your state?
  • What agencies, beyond Child Protective Services (CPS) and Adult Protective Services (APS) can assist with suspected abuse cases?
  • What is the primary motive for elder abuse?
  • What are the primary types of child abuse?
  • How to be a “professional witness” versus intervening in an actual abuse case.
  • How can library employees remain safe while reporting abuse?
  • How might elder abuse or child abuse perpetrators use our Internet systems to find victims?
  • What is a “sweetheart scam” involving an elderly victim?

He has written 24 books on business, security, and leadership topics. He lives with six dogs, two cats, and three chickens. (Not all in the same room, of course.)
